Alutiiq began as a single company intent on capturing the base operating support contract at Kirtland Air Force Base. Utilizing the unique contracting vehicles of the Small Business Administrations 8(a) Business Development Program combined with the Office of Management and Budget (OMB) Circular Number A-76, Alutiiq was able to become involved in a joint venture sole-source direct convert contract to provide civil engineering and base operating services at Kirtland.
