Our Instructors

Our instructors have a wealth of experience on the street and in the classroom. They are experts with the latest classroom equipment and the most current methods and technology used on the street.

Richard Breach

During 30 years in the military Mr. Breach worked as a photojournalist, videographer and public affairs chief in charge of a team of 15 photographers and videographers. He worked for the Pennsylvania National Guard Counterdrug Program in 1989 until late 2007 where He conducted aerial and surveillance photography and video missions as well as darkroom work for law enforcement agencies from across Pennsylvania. Mr. Breach also set up and trained a Mobile Reconnaissance Team that still provides photo and video surveillance capabilities to federal, state and local law enforcement agencies.

His degree is in photography and he has taken military and law enforcement courses in photojournalism, broadcast (video) journalism, electronic news gathering, video editing, aerial photography, investigative photography, studio photography and photographic quality control. He attended the Advanced Law Enforcement Photography Training Program at the Federal Law Enforcement Training Center in Glynco, GA.

Mr. Breach has been teaching photography and video techniques to military and law enforcement personnel for over 25 years at locations across the United States, Central America, Europe and Asia. He has trained in excess of 2,000 law enforcement and military personnel.

Samantha Dorm

Ms. Dorm is currently employed by York County (PA) as the sole Grant Coordinator. In this position she develops and implements policies and procedures relating to all types of public and private grants within the county. This position entails constant communication between several levels and facets of government. Ms. Dorm served as the Training Coordinator for the York County District Attorney’s Office. In this position she was responsible for the training needs of a diverse group of employees including both sworn and non-sworn employees. While in this position she also facilitated strategic planning efforts of multiple criminal justice partners.

Thomas R. Ferguson

Mr. Ferguson is a First Sergeant with the Indiana State Police who is currently assigned to the Drug Enforcement Section, serving as assistant commander. Thomas has over 20 years experience in narcotics investigations.

Upon graduating from the Indiana State Police Academy, he spent five years working road patrol in Hamilton County, Indiana. While working in uniform, he was chosen to be a counselor for the Indiana State Police 41st Recruit Academy/50th Anniversary Class. 

Thomas was promoted to undercover detective assigned to work in the Indianapolis area. He investigated street level crimes involving drugs, prostitution, and murder for hire. He spent 12 years working undercover then was promoted to Sergeant. After six years as squad Sergeant he was promoted to First Sergeant serving as the assistant commander of the Drug Enforcement Section.

While serving with the Indiana State Police, Thomas has developed, instructed and facilitated classes for federal, state, and local law enforcement officers.

Joelle Fisher

Ms. Fisher is an accomplished lecturer, speaker, and instructor and is in heavy demand nationwide for her informative and dynamic training courses.

Ms. Fisher has taught at various law enforcement agencies in over 36 states including Canada. As well as at the U.S. Department of Defense, Federal Bureau of Investigation, Drug Enforcement Administration, Bureau of Alcohol Tobacco and Firearms, Gang Investigators Association, Professional Fire and Fraud Investigators Association, Federal Law Enforcement Training Center in Georgia, and various High Intensity Drug Trafficking Area centers.

She is a highly coveted instructor and facilitator for various courses including Communication Analysis, Intelligence Databases, Effective Briefing Techniques, and Case Information Management.

Karen Jarrett

Ms. Jarrett started her career in law enforcement at the San Bernardino California Probation Department where she supervised adult and juvenile offenders. She was instrumental in developing an automated reporting system for adult offenders and initiated several behavioral modification programs for juvenile offenders. In 1996, Karen accepted a position as Crime Analyst with the Sarasota Florida Sheriff’s Office, Narcotics and Vice Bureau, where she established new procedures for crime analysis and crime mapping. She was instrumental in developing new methods of wire tap analysis and was later promoted to lead analyst within the Criminal Investigations Bureau. Karen earned her Bachelor’s degree in Criminal Justice and performed her Master’s work in Criminal Justice Administration at California State University where she was bestowed with the Criminal Justice Fellowship Award and was invited to present her research on juvenile behavioral modification programs at the Criminal Justice Educators Conference in Reno, NV. Karen has been an instructor with Counter Drug since 1997, providing quality training to law enforcement agencies throughout the country.

Thomas M. Maioli Jr.

Mr. Maioli presents 25 years of progressively responsible executive management and law enforcement experience with proven achievements in the areas of Training Development, Program Facilitation and Management.

Mr. Maioli has been affiliated with several colleges and universities over the past 15 years where he has designed and taught classes at the undergraduate and graduate level. He serves as an instructor and consultant to both the PA Chiefs of Police and the Deputy Sheriffs Training Commission. Under the auspices of the FLETC he has been involved with various state/local and international programs. During his tenure with these institutions he has successfully designed and implemented several new courses of instruction, and formally presented educational research within the education community.

Carol B. Montague

Ms. Montague is a 32 year veteran of law enforcement. During her career with the Manatee County Sheriff’s Office, she has had assignments as a Patrol Deputy, Corrections Division Sergeant and Aviation Unit Flight Deputy.   She also has over 20 years experience as an Intelligence Officer and Analyst. She retired in June of 2003 from the Manatee County Sheriff’s Office after 29-1/2 years and returned in March of 2005. She is currently assigned as a Detective in the Sex Offender/Predator Unit.   Carol has worked on numerous large scale investigations including international narcotics smuggling and money laundering. She also served for 8 years in the United States Navy Reserve as an Intelligence Specialist. Carol has received certificates from numerous schools including Interview & Interrogation, Airborne Thermography, Criminal Street Gang Investigations, Intercept of Secure Communications, Financial Manipulation Analysis and Organized Crime Command; also Counterterrorism Analysis and Joint Intelligence courses from Defense Intelligence College in Washington, D.C. Carol received her teaching certificate from the State of Florida in 1986 and has instructed for MCTFT Training Center based at St. Petersburg College, Florida Department of Law Enforcement Analyst Academy and Manatee Police Academy.

Brian G. Onieal

Mr. Onieal has over 25 years of traditional law enforcement experience garnered at both the local (Jersey City, NJ) and state (New Jersey Office of Homeland Security) levels. During this period Brian was assigned to several different Sections and served in various investigative and training capacities. His duties while with the Jersey City Police Department ranged from Patrol Officer duties to his position as a Commander of the Departments Detective Bureau. As a member of the New Jersey Office of Homeland Security Brian has served in both investigative and training positions. He has also become heavily involved in grant writing and sustainability matters.

Brian is also currently employed as an Adjunct Faculty member at the John Jay College of Criminal Justice where he teaches a financial crimes course on the topic of money laundering.

Brian is also the co-author of the Encyclopedia of Law Enforcement, Sage Publications 2005.

Denise Schlegel

Ms. Schlegel has more than 30 years of executive management and development experience in nonprofit organizations at local and statewide organizations. Her work has established her as a recognized and accomplished leader in building high performance organizations, partnerships and coalitions in the areas of health and human services. She is the trainer and author of “Grant Writing-Show Me the Money© a nationally recognized grant writing training program.

Denise has served as consultant, trainer, facilitator, speaker, writer and contractor at the national and state levels. She works to assist non-profit organizations, partnerships and communities in organizational development, capacity building, strategic planning and sustainability, partnership development and grant writing. She also provides facilitation services, program and project development, specialized training and curriculum development as well as assistance in grant writing and strategic planning.

Steve Todoric

Mr. Todoric has more than 30 years of management and training experience in government and educational institutions at the International, National and State levels. His work has established him as a recognized and accomplished leader in education and training.

Mr. Todoric currently serves as an instructor and curriculum designer for Indiana University of Pennsylvania, Pennsylvania State University, Dickinson University and the Pennsylvania Chiefs of Police Association. He has been certified as a Master Instructor and trainer by Indiana University of Pa and has received the National ACHE Award for Teaching Excellence from the Pennsylvania State University on multiple occasions. In addition to normal class assignments he is also the designated staff and faculty instructor for Ethics and Professional Development at Dickinson University.
