Construction Services

Alutiiq provides a wide variety of clients with a range of design-build and bid-build construction services, including pre-construction, infrastructure, horizontal, vertical, remote and austere, and cold region construction. We also offer a variety of methods for our service, including 8(a), Sole-Source, AFCEE HERC, SATOCs, MATOCs, IDIQs, and GovWorks.

Certain special acquisition provisions exist for Alaska Native Corporations (ANC) because ANCs, unlike individually owned 8(a) companies, represent entire Native communities and are responsible for providing social, cultural and economic benefits in perpetuity to their communities. These provisions provide flexibility for acquisition strategies and meeting small disadvantaged business goals pursuant to federal procurement legislation, regulations, and executive orders. The special provisions include:

• 13 CFR 124.3: ANCs are defined as Tribes.
• 13 CFR 124.109(a): ANCs are automatically deemed to be economically disadvantaged for the purpose of 8(a) qualification.
• 13 CFR 124.109(c): 8(a) subsidiaries of Tribes are not affiliated with parent or sister companies for size determination.
• 13 CFR 124.506(b): Provides ANCs and Tribes with an exception to the $3 million sole-source threshold for other 8(a) participants, thereby providing Tribal 8(a)s the ability to be awarded sole-source contracts exceeding that value.
